Panmure Liberum Foundation

The Foundation prioritises relieving poverty, advancing education and training, enhancing recreation and social wellbeing, and promoting economic and community development for young people and families in deprived areas of London. It supports both organisations and individuals, covering core costs and major service delivery in education and mental health. Specific areas of work include improving school attendance, family stability, skills development, and mental health outcomes. While its governing documents permit activity across England and Wales, in practice the Foundation remains London-centric, focusing on scalable services delivered in schools and communities.

Eligible applicants are UK-registered charities. The Foundation typically supports medium to large established organisations with a proven track record and capacity to deliver youth-focused services. Grassroots or very small groups are rarely funded. The primary beneficiary group is disadvantaged young people in London, along with their families, living in deprived areas. There is no religious restriction. The Foundation looks for experienced partners who can demonstrate expertise in education, mental health, or community development.

The Foundation does not support one-off projects, capital appeals, or emergency relief. It also excludes activities that fall outside its focus on youth education, employment, and wellbeing in London. Non-aligned activities, such as those not directly benefiting disadvantaged young people in the capital, are not considered.

The Foundation works by invitation only, proactively identifying partner organisations through its networks and close ties to the investment bank. It favours multi-year commitments that cover core costs and major service delivery, reflecting a strategic, partnership-oriented approach. Unsolicited applications are not accepted.
