They do not fund capital works, academic research, or large national charities. They also exclude statutory service replacements, deficit financing, overseas travel, and general appeals.

They fund both single-year and multi-year grants, with match funding not required. They welcome unsolicited applications for community and youth projects. Funding supports salaries, equipment, core costs, project delivery, and training.
