They fund a wide range of causes including poverty and hardship, disability support, services for older people, community development, and physical health initiatives such as cancer awareness. Beneficiaries include the general public as well as underserved groups like refugees, migrants, LGBTQ+ individuals, veterans, homeless people, and ethnic minority communities. The Foundation supports salaries, project delivery, core costs, and equipment. All funded work must take place within Gloucestershire.

Registered charities, CIOs, unincorporated associations, community groups, and social enterprises based in Gloucestershire can apply. Faith groups are also eligible for certain programmes. The Foundation prioritises organisations that reflect the needs of their beneficiaries, enable opportunities otherwise unavailable, encourage local volunteers, develop partnerships, and demonstrate diverse fundraising. Organisations should have a clear charitable purpose and local roots in the county.

The Foundation does not fund individuals, statutory organisations, or the direct replacement of statutory funding. They exclude political groups or activities promoting political beliefs, religious groups promoting religious beliefs, arts projects with no community or charitable element, holidays, sports projects with no community element, medical research, equipment or treatment, and animal welfare. Large capital appeals, vehicles, and one-off events are treated as lower priority.

The Foundation provides grants for salaries, project delivery, core costs, and equipment. They accept unsolicited applications and do not require match funding. Grants are typically modest in size, aimed at creating meaningful impact for local community organisations.
